New repo: scala-library-next

There are discussions about the repo as a whole at https://github.com/scala/scala-library-next/issues?q=is%3Aissue+is%3Aopen+label%3Ameta . In particular, we’re still discussing package structure and naming conventions. There also issues and PRs about specific possible additions.

The repo itself is the main place for discussion on this, but I’m also posting here on Discourse to call attention to it.
