We have published the new release candidate for Scala 3.1.3.
It brings two backported fixes, one bug being small regression in typer introduced in 3.1.2, the other resulted in unusually long compilation times for paraboiled2 in Scala 3.

The stable release of 3.1.3 is expected within the next two weeks.
